31 mars 2024 : Le Jardin du Luxembourg n°3 , Le Palais du Luxembourg The Luxembourg Gardens are managed by the Senate, which has been sitting since 1799 in the Palais du Luxembourg, built by Marie de Médicis in the early 17th century. Like the National Assembly, the Senate is responsible for passing laws. The 348 senators are elected by 162,000 elected representatives of local authorities... The very existence of the Senate has long been the subject of debate: ITS REPRESENTATIVITY: The way it is elected, with an over-representation of rural areas, favours a right-wing conservative majority. ITS ROLE: although the possibility of an institutional countervailing power seems essential, the Senators' initiatives are easily thwarted by the government, which relies on the National Assembly, which has the last word on legislation... ITS COST: the basic net salary of a Senator is €5676.12 per month, to which can be added, for some of them, function allowances (€2184.30 gross for group or committee leaders, more than €7500 for the President...), benefits in kind: free SNCF transport, an allowance for the purchase of computer equipment, public funds for the purchase of their office in the provinces and, above all, a monthly pension of €1,800 from the end of their first 6-year term of office (this increase dates from 2023, it was previously €2,200 and a protection clause for former elected representatives has been provided for). In France, the average gross pension is €1,530 for 42 years' work. This did not prevent the senators from voting in favour of the pension reform...
